The report presents the results of an analytical study conducted by the Ukrainian National CAF Resource Center in March–April 2026 among ministries and other central executive authorities of Ukraine regarding their vision for the further update of the Common Assessment Framework (CAF) model. The survey was prepared in the context of the European CAF 2026 review process and as Ukraine’s national contribution to the broader professional discussion on the future architecture, methodological strengthening, and digital modernisation of the model.
The report analyses the attitudes of Ukrainian respondents towards different CAF update scenarios, including the preservation of its core logic, optimisation of criteria and subcriteria, reduction of overlaps, updating of examples, strengthening the focus on performance, public value, evidence-based assessment, digitalisation, organisational maturity assessment, and alignment with the new logic of external feedback and CAF Excellence Recognition (CER). Particular attention is devoted to the relationship between CAF and the EFQM model, as well as the possibility of selectively using certain elements of the RADAR logic without losing the identity of CAF.
Based on the results of quantitative and qualitative analysis, it was established that the Ukrainian professional community supports not a radical redesign of the model, but its balanced evolutionary update: preserving its public-sector orientation, the PDCA cycle as the core methodological foundation, and the recognisability of the model, while at the same time strengthening its results-oriented, evidence-based, and practical dimensions. The most justified scenario identified is an approach that envisages optimisation of the model structure, reduction of procedural overload, strengthening of the logical connection between enablers and results, and better integration of the model into the full cycle of organisational improvement.
The analytical report may be useful for state authorities and local self-government bodies, quality management professionals, CAF users, National CAF Centers, experts of the European CAF Resource Center, as well as all those involved in the development, adaptation, and practical implementation of modern organisational development tools in the public sector.
